Laporan Rektor tentang situasi ekonomi Universitas kepada Dewan Pengurus

Rektor melaporkan bahwa gaji staf tidak berisiko . Lebih lanjut, kebijakan stabilisasi posisi staf pengajar dan peneliti (PDI) yang kontraknya akan berakhir dan memenuhi persyaratan yang ditetapkan dalam Rencana Aksi akan tetap berlaku.
 
Saat ini, kami sedang menunggu keputusan yang menguntungkan terkait permohonan pinjaman yang diajukan ke Komunitas Madrid. Setelah disetujui , pinjaman tersebut harus disahkan oleh Dewan Sosial Universitas.
 
Penyusunan Rencana Ekonomi dan Keuangan (PEF) merupakan persyaratan peraturan yang wajib dan bertujuan untuk mengatasi defisit sebesar €33,19 juta untuk tahun fiskal 2024, berdasarkan hasil anggaran yang telah disesuaikan. Universitas bekerja sama dengan Pemerintah Kota Madrid untuk memastikan bahwa rencana tersebut sepenuhnya sesuai dengan peraturan yang berlaku.
PEF akan berlaku selama tiga tahun, mulai Oktober 2025 hingga Oktober 2028.

Selama tahun fiskal 2025, beberapa langkah telah diadopsi, termasuk perpanjangan anggaran, retensi ketidaktersediaan sebesar 35%, dan tindakan untuk merasionalisasi pengeluaran personel, yang diperkirakan akan memungkinkan penghematan sebesar 36% dari jumlah defisit.
 
Untuk tahun fiskal 2026 dan 2027, kebijakan pengendalian pengeluaran dan penghematan anggaran ini diharapkan akan berlanjut , dengan mempertahankan retensi sebesar 35% dan langkah-langkah rasionalisasi pengeluaran personel, yang akan memungkinkan defisit dikurangi masing-masing sebesar 33% dan 9% setiap tahunnya. Selanjutnya, amandemen Peraturan Pelaksanaan Anggaran yang disetujui pada tahun 2025 akan menghasilkan pendapatan tambahan, seperti peningkatan retensi surat berharga negara dari 15% menjadi 20%.

Menjelang tahun fiskal 2028, pengurangan defisit total diproyeksikan akan selesai sesuai dengan perkiraan rencana. Selain itu, direncanakan pula penerapan langkah-langkah pelengkap, terutama optimalisasi pengelolaan aset dan peningkatan efisiensi pengeluaran.

Terakhir, dilaporkan bahwa Rencana Ekonomi dan Keuangan akan dipresentasikan kepada Komisi Ekonomi pada bulan November , dan selanjutnya kepada Dewan Pemerintahan pada akhir bulan tersebut, untuk dianalisis dan disetujui. Pada akhirnya, rencana tersebut akan diajukan kepada Dewan Sosial untuk disetujui.
